Mr. Samuel Wesly is currently serving as an Officer with the International Financial Services Centres Authority (IFSCA) since the past five years, having been selected through the UPSC Civil Services Examination 2019. IFSCA is India’s unified financial regulatory authority, established to develop and regulate the country’s first International Financial Services Centre at GIFT City (GIFT IFSC). Prior to joining IFSCA, Mr. Wesly worked for three years in the field of data analytics with a multinational corporation, where he gained experience in data-driven decision-making and analytical processes. In his role at IFSCA, Mr. Wesly has made significant contributions toward shaping the regulatory framework of the Banks in IFSC. He has been instrumental in drafting the IFSCA Banking Handbook, a comprehensive compendium of guidelines that govern banking activities within the IFSC. Mr. Wesly has also played a pivotal role in the licensing of banks within the IFSC, thereby contributing to the expansion of the global financial ecosystem in GIFT City. Further, he has been actively involved in the formulation of the regulatory framework for the International Trade Finance Services Platform (ITFS), an electronic platform aimed at facilitating trade finance. In addition, he has contributed to the development of the regulatory framework governing factoring business in the IFSC, thereby supporting the creation of a robust ecosystem for trade-based credit and receivables financing.
