As the economy slowed, the prime minister resigned unexpectedly and without explanation. Corruption scandals involving executives of banks and blue chip companies plagued the news and the already high leverage of government, consumers and companies continued to creep up.   The economic slowdown and lack of credit availability have caused Croatia's relatively young factoring industry to shrink after achieving record volumes and profitability in 2008.
