Many federal agencies still are not complying with an executive order issued a year ago by President Bush directing them to take specific steps to make sure they consider the impact their proposed regulations would have on small businesses.
The Small Business Administration's (SBA’s) Office of Advocacy, which represents the interests of small businesses inside the federal government, says most agencies have not followed through on the president's order to notify the office of any draft rule that may have a significant economic impact on a substantial number of small businesses.
"Many agencies have yet to recognize the value of soliciting Advocacy's input early in the rule-development process," states the office's report on compliance with the executive order.
