Acting premier speaks for elimination of barriers to small businesses

Victor Khristenko, the acting prime minister of Russia, said that the Russian government must remove all of the negative issues that hinder the development of small businesses at a cabinet meeting yesterday.

"Today we are considering the concept of several laws that are supposed to ensure the development and operation of small business," Mr. Khristenko said.

He said that since 1 January 2003, the day when the simplified taxation of small businesses was introduced, "both positive and negative moments have arisen."

Khristenko noted that the simplified small-business tax limits the amount a small business has to pay to 15m rubles a year (US$2.5m).
